The United Republic of Tanzania participated in the 8th Global Security Forum (GSF 2026), held in Doha, Qatar, from 19th to 21st October 2026, under the theme “The Future of Alliances: Building Lasting Regional Security.” Convened by the Qatar International Academy for Security Studies in cooperation with The Soufan Center, the Forum brought together security leaders, diplomats and experts from over 100 countries to discuss emerging security threats, intelligence cooperation and international security partnerships.
Tanzania participated through a multidisciplinary delegation comprising senior officials from defence, intelligence, police, prisons, immigration, fire and rescue, legal affairs and anti-corruption institutions. The Forum provided an opportunity to exchange experiences, strengthen institutional contacts and explore practical areas of cooperation with Qatar and other international partners.
A key milestone was the Tanzania–Qatar defence and intelligence engagement, during which Major General Fabian Gaspar Machemba, Chief of Defence Intelligence of the Tanzania People’s Defence Force, met Brigadier General Khalid Mohammed Al Nuaimi, Head of Qatar’s Intelligence and Security Authority. Discussions focused on strengthening intelligence cooperation, expediting the proposed Defence Cooperation Memorandum of Understanding (MoU) and exploring the feasibility of accrediting a dedicated Defence Attaché to Qatar.
Another significant outcome was the engagement between Tanzania’s Prevention and Combating of Corruption Bureau (PCCB) and Qatar’s Administrative Control and Transparency Authority (ACTA). The institutions agreed to develop a draft MoU to facilitate cooperation in institutional integrity, transparency, information-sharing and professional exchange visits.
Additionally, the Tanzania Prisons Service engaged 35 Investment Holding to explore potential cooperation in agriculture and livestock development. These engagements created opportunities for further institutional collaboration, subject to technical consultations and the relevant approvals.
The Forum also highlighted the importance of intelligence-sharing, modern security technologies, maritime and border security, inter-agency coordination, professional training and preventive diplomacy in addressing emerging security challenges.
Tanzania will continue pursuing the identified areas of cooperation through relevant institutions to strengthen national security capacity, promote professional exchanges and deepen international partnerships. The engagements are expected to contribute to institutional development and the protection of Tanzania’s national security interests.
